You raise a good point, and it's not one that I have a good answer for I'm afraid. The interface between management / other departmental expectations and engineering is a tricky one. And I don't think that Agile ever solved this problem very well. I think the real problem is how do you teach management how to manage in an agile environment? I need to explore that concept more, if you have any thoughts please let me know!
