I never said that Waterfall is iterative. "Incremental Waterfall" is something different, which is a cascade of small Waterfalls one after the other.

Agile done well is incremental and iterative. Agile done poorly is incremental but not iterative - the product never improves through repetition, it only accretes. Unfortunately, most orgs do Agile this latter way.
